The GIS Analyst will develop an understanding of current data state, workflows and processes and develop solutions for data migration to ESRI UPDM, data storage and ESRI Utility manager focused data workflows. This will include GIS data analysis of legacy data, data mining, technical support and database maintenance to meet internal and external customers’ requirements. This role requires demonstrated ability to solve complex problems and recommend the best track for data development and processing. Project work will involve process improvement, quality control, data creation from spatial and tabular sources, conversion, migration and data maintenance. Additional duties include overseeing data automation and maintenance and is involved in logical, detailed database design and the design and maintenance of standards related to data entry and updating.

Functional Expertise:

  • Provides subject matter expertise, training and fundamental database and data storage activities

  • Collaborative skills with business and technical support team to enhance Data migration and data storage

Business Acumen:

  • Ensures data standards with various internal departments are accurate, documented and adhered to

  • Participates in system integration and conversion projects that are on budget, on schedule and with desired quality outcomes for projects


  • Builds and maintains cohesive working relationships with internal and external consumers of asset data to ensure continued alignment of goals

  • Coordinates with GIS Supervisor and GIS Manager to ensure alignment of department objectives

Driving Results:

  • Delivers on GIS and other asset data and analytics SLAs, metrics and project deliverables

Representative Duties and Responsibilities:

  • Technical project tasks, including database design, GIS data analysis, modeling and editing legacy data

  • Performs data mining activities to meet customer requirements/specifications

  • Performs database specific application testing and documentation of defects

  • Interfaces with users; data schema changes and data support

  • Interfaces with Information Services (IS) GIS Support group to drive development and data model changes

  • Performs weekly analysis on mission critical GIS data to audit and sustain data integrity

  • Develop methods and perform quality assurance/quality control on GIS and non-spatial data to meet quality goals

  • Serves as Subject Matter Expert on GIS projects and solution definition workshops

  • Identifies training requirements; creates and maintains training and procedural documentation

  • Identifies new GIS technologies/processes/applications to improve inter-/intra- departmental functions

  • Creates and maintains existing automated processes using Model Builder/Python scripting or other tools

  • Processes, prepares and converts data to enter into GIS from a variety of data formats

  • Analyzes current business processes and recommends best practice solutions

Education and Experience:


  • Bachelor’s degree in geography (GIS), engineering, computer science, or related field and 4 - 5 years of experience with industry-standard GIS and verifiable Data Mining and Python scripting experience (2 year demonstrable required).

  • Equivalent Military GIS Training or GIS certificate and 2 years of related work experience in lieu of a degree in related discipline is acceptable.


  • Master’s degree in geography (GIS), geosciences, engineering, computer science, or related field

Related Work Experience:


  • Experience with ESRI geodatabase design, structure and management – including the manipulation of tabular data in GIS, and joining/linking related data

  • Intermediate knowledge of SQL, relational databases, Utility Network and UPDM

  • Thorough understanding of ESRI ArcGIS Enterprise, ArcSDE, versioning, and geoprocessing

  • Experience incorporating non-spatial Enterprise databases with GIS to fulfill ad hoc analysis requests

  • Knowledge of batch files and Python scripts to assist in repetitive daily activities

  • Ability to quickly learn new skills and abilities database technologies, data modeling, and scripting as needed

  • Development and maintenance of existing Python scripts, FME workbenches and ESRI ModelBuilder models


  • Knowledge of publishing with ArcGIS Server, ArcGIS Pro, ArcGIS Online and Portal for ArcGIS, including data versioning, multiuser and replication

  • Experience with ESRI Utility Network manager and UPDM

  • Experience with Natural Gas Utility

  • Experience using ESRI Data Reviewer and Workflow Manager Extensions

  • Application testing script development and performance of testing

  • Ability to quickly learn and apply new technologies

  • Ability to function independently and as a team member

  • Ability to handle multiple assignments and changing priorities

  • Ability to work effectively with limited direct supervision


  • Current GIS industry trends (remote sensing, GPS technology, etc.) – intermediate understanding

  • FME, Data Interoperability– intermediate proficiency
