Energy Efficiency Policy Manager
Description
This position is responsible for advising in the development of energy efficiency policies and strategies for Nicor Gas. In this role you will review and analyze legislative and regulatory policies impacting the natural gas industry and Nicor Gas customers to develop energy efficiency strategies, actionable pathways and communications related to energy and natural gas issues.
JOB REQUIREMENTS:
Education: BS/BA 4-yr degree, ideally in public policy, energy policy, government affairs, environmental studies or similar types of fields
Required: Minimum 5 years experience in energy-related environmental policy, governmental affairs or other regulatory or environmental background
Preferred: Experience with gas energy efficiency programs a plus
Special Skills: Ability to read and understand complex technical writing and legislative language and the ability to articulate complex regulatory and legislative issues; excellent written and verbal communication skills; strong attention to detail; able to assimilate and work quickly to form strategy and ideas in a quick fashion with little or no prep time; able to interact and engage people with the skills to work across dividing lines and find innovative win-win solutions.
MAJOR JOB RESPONSIBILITIES:
Responsibilities
•Create policy positions from various internal and external sources that would be used to inform overall company strategy, activities, energy efficiency plan designs, and other energy-related positions.
•Provide insights, expertise and analysis to develop policy positions and strategy on energy and environmental issues as related to the role of natural gas.
•Collaboration with a diverse set of stakeholders, thought leaders, opponents, collaboratives, and diverse groups is key to success for this role.
•Track state and federal standards activities and rulemakings.
•Responsible for managing the Illinois Stretch Codes and Building Performance Standards Market Transformation Program. Work with external contractors, communities, and municipalities to educate and implement energy codes and building performance standards (BPS).
•Must be able to read and understand complex technical writing and legislative language and the ability to articulate complex regulatory and legislative issues.

Explanation: Due to the nature of policy matters, issues can be raised very quickly regarding new legislation being debated on the floor or raging social media or public discourse through written positions, electronic and hard copy. The role requires sophisticated and broad understanding of key policies, consequences to changes, and opportunities to advance certain ideas or policy. Real-time or very near real-time assessments and recommendations will be required, requiring a self-thinker, with the understanding and reliability to make wise and sound recommendations.

Both are complex, as they include numerous data inputs from a wide and diverse variety of stakeholders. Policies drive actions, and are critical for business success, thus requiring complex analysis.
